Unauthorized removal of any vehicle towed under the provisions of this chapter from the custody of the department, the sheriff, state police or police department, or from the custody of any person holding the vehicle for the department, the sheriff, state police or police department without payment in full of all charges and costs that have been incurred under the provisions of this chapter shall be a misdemeanor and the vehicle may be recovered and returned to the place of storage or disposed of by the department, the sheriff, state police or police department.
