The board of directors of any irrigation district organized under the laws of this state may make such investigations and based thereon, such representations and assurances to the secretary of the interior as may be requisite under the Act of Congress of August 11, 1916, entitled, “An Act to Promote Reclamation of Arid Lands,” 39 U.S. St. L., ch. 319, p. 506 1.
