The commission shall meet at least once every three (3) months regularly and at such other times as called by the chairman. The chairman may call special meetings of the commission at any time or place after having given five (5) days' written notice except by unanimous consent of all members of the commission. A majority of the commission members shall constitute a quorum for all business.
