Each county of the State shall establish a county arborist advisory committee, whose members shall be appointed by the mayor and shall include:
(1) The county planning director, or the director's designee;
(2) One member who shall be a person actively employed in the practice of landscape architecture, a certified arborist, a horticulturist with specialization in trees, or a person who has received a master's degree in botany; and
(3) Not less than three other members selected on the basis of active participation in programs of community beautification, or research or organization in the ecological sciences, including ethnobotany, or Hawaiiana.
