The term “mattress” as used in this chapter means any quilted pad, comforter, mattress, mattress-pad, bunk quilt, or cushion, stuffed or filled with wool, hair, or other soft material to be used on a couch or other bed and on which persons sleep or recline; provided that:
(1) The term “mattress” shall not include any items considered “beddings” under the federal Textile Fiber Products Identification Act (15 United States Code § 70 et seq.); and
(2) A “cushion” includes only those that are filled with rubber, feathers, or down.
