(a) The university may establish child care programs through which one or more child care programs for each campus of the university system may be established. The university may operate each child care program with appointed personnel, who are not subject to chapter 76, or by contract with private persons or agencies.
(b) The provision of child care services may be supported with proceeds from the child care programs special fund established under section [304A-2173], public funds, and private grants and gifts to pay for the expenses of operation, including payment of principal and interest on any obligations incurred.
