(a) All aircraft, unless exempted, shall be registered within the time prescribed by rules adopted by the director.
(b) Failure to comply with the registration requirements shall subject the operator of the aircraft to:
(1) A penalty of not more than $100 per aircraft;
(2) The denial of the use of the airport facilities; and
(3) Removal of the aircraft to a location designated pursuant to rules adopted by the director.
(c) The director is authorized to adopt rules pursuant to chapter 91 to effectuate the purposes of sections 261-15.5 to 261-15.7.
