The department of agriculture shall adopt standard grades for beef, pork, mutton, and lamb carcasses and make rules and regulations relating thereto, subject to chapter 91, which shall have the force and effect of law, and shall be applicable only to carcasses previously inspected and passed for wholesomeness. The rules and regulations may include provisions for the enforcement thereof, including the definitions of prohibited acts and the penalties therefor, and may fix reasonable fees for the grading services, furnished under this part. The fees shall be on a uniform basis and in an amount reasonably necessary to cover the cost of inspection and the administration of this part, but not to exceed the maximum fees charged by the federal grading service.
