The Department of Management Services is designated the official agency of the state to negotiate with any federal agency in accordance and compliance with the Federal Property and Administrative Services Act of 1949 and subsequent amendments thereto, 1 and any other federal law or regulation providing for the procurement and distribution of federal surplus personal property.
