A person convicted of a felony after January 1, 2006, may not be registered as a lobbyist pursuant to s. 11.045 until the person:
(1) Has been released from incarceration and any postconviction supervision, and has paid all court costs and court-ordered restitution; and
(2) Has had his or her civil rights restored.
