(a) The Senate may compel the delivery of the certificate of election of Governor or Lieutenant Governor or of the election of any of its members and, for that purpose, may order and cause the arrest of any officer presiding at a board of canvass and punish as a contempt the neglect to deliver a certificate of election.
(b) The House of Representatives may compel the delivery of the certificate of election of any of its members by the process under subsection (a) of this section.
