Any dog found running at large contrary to any of the provisions of this chapter may be impounded and disposed of as provided for in subchapter I of this chapter and any additional rules and regulations the Department may adopt. No impounded dog may be disposed of through humane euthanasia without 5 days' notification to the owner of the dog, if ownership can be determined, unless earlier disposal through humane euthanasia is recommended by a doctor of veterinary medicine.
