(a) Notwithstanding any other provision of law, the following vehicles shall be deemed immobilization-eligible vehicles and subject to immobilization or impoundment as described in § 50-2453:
(1) Unidentifiable vehicles;
(2) Vehicles parked on a public right-of-way or public space in the District, or on private property under the jurisdiction or management of the District, against which:
(A) There have been issued 2 or more warrants;
(B) The Mayor has assessed 10 or more vehicle infraction points pursuant to § 50-2451; or
(C) There are 2 or more unpaid notices of infraction that the owner was deemed to have admitted or that were sustained after a hearing pursuant to § 50-2209.02; and
[(3)] Abandoned or dangerous vehicles.
