The state, acting by and in the discretion of the Commissioner of Housing, may enter into a contract with a housing authority for state financial assistance, within available funds, in the form of a grant-in-aid for the rehabilitation of uninhabitable dwelling units, provided the housing authority is receiving financial assistance for such units from the federal government. Such units may be operated and managed under the jurisdiction of the United States Department of Housing and Urban Development. The Commissioner of Housing may adopt regulations, in accordance with the provisions of chapter 54, 1 to carry out the purposes of this section.
