Except as provided in subsection (f) of section 46b-38b, the state or any agent, employee or officer thereof shall not be liable for (1) the failure to afford the victim of a crime any of the rights provided pursuant to any provision of the general statutes, or (2) the failure to provide the victim of a crime with any notice pursuant to any provision of the general statutes.
