Sections 32-650 to 32-667, inclusive, and section 39 of public act 98-1 of the December special session, as amended by public act 99-241 and public act 00-140, being necessary for the welfare of the state and its inhabitants, shall be liberally construed, so as to effect their purposes. In connection with the overall project and stadium facility operations, the secretary, the Treasurer, the Comptroller, the authority, the project manager, the prime construction contractor, the stadium facility manager and all other persons shall be governed by public act 99-241, as amended by public act 00-140, and chapter 588x, 1 which shall control in the event of any inconsistency between public act 99-241, as amended by public act 00-140 and chapter 588x and any other public or special act of the state or any agreement.
