(a) The Commissioner of Consumer Protection shall issue a farmers' market sales permit to the holder of a manufacturer permit issued under section 30-16 upon submission of proof to the commissioner that such holder is in compliance with the permit requirements established in subsection (a), (b), (c) or (d) of section 30-16, as applicable. A farmers' market sales permit issued under this section shall authorize the sale of products manufactured by the manufacturer permittee during an unlimited number of appearances at a farmers' market, at not more than ten farmers' market locations per year, provided the holder of such permit:
(1) Has received an invitation from such farmers' market to sell such products at such farmers' market;
(2) Only sells such products by the bottle or sealed container at such farmers' market; and
(3) Is present, or has an authorized representative present, at the time each such product is sold at such farmers' market under such permit.
(b) Each farmers' market sales permit issued under this section shall be valid for a one-year period beginning on the date the commissioner issues such permit. The annual fee for each farmers' market sales permit shall be two hundred fifty dollars, and there shall be a nonrefundable one-hundred-dollar filing fee for each such permit.
(c) Any town or municipality may, by ordinance or zoning regulation, prohibit the sale of products manufactured by the holders of farmers' market sales permits issued under this section at farmers' markets held in such town or municipality.
