In towns in which one or more military companies are located, suitable armories for the use of such companies may be built or purchased by the state in accordance with the military needs and as recommended by the Adjutant General from time to time. The Adjutant General shall prepare and submit to the General Assembly an armory construction or purchase program which shall be considered the policy of the state and shall be the basis for establishing priority in the appropriation of state money for new construction or the purchase of armories, buildings or land for military purposes, and a copy of such report shall be furnished to the Commissioner of Administrative Services and the State Properties Review Board. The armory construction program shall be submitted to the Governor on or before the first day of January in the odd-numbered years. A copy of such report shall be submitted to the appropriate committees of the General Assembly for their information. All contracts for buildings or purchasing shall be made by the Commissioner of Administrative Services, who shall have power to purchase land and build armories subject to the provisions of section 4b-23. The Comptroller shall draw his order on the Treasurer for such sums as are necessary to pay bills contracted by said commissioner for the purposes aforesaid, within the limits of the appropriations made; and the state is authorized to take any land said commissioner deems necessary for the purpose of locating permanent armories, as provided in section 48-12.
