The Commissioner of Energy and Environmental Protection shall adopt regulations, in accordance with the provisions of chapter 54, 1 to establish a three-day out-of-state bird hunting license that may be used to hunt migratory birds and resident game birds. The fee for such license shall be thirty-five dollars and shall be in addition to any other permit or stamp requirement. All funds collected from such fee shall be deposited into the migratory bird and resident game bird conservation account established pursuant to section 26-27c.
