Notwithstanding any provision of chapter 445, 1 no person or government agency shall permanently place, deposit, dispose of or store more than one thousand cubic yards of soil consisting of asbestos-containing material (1) from another site to a site that abuts or adjoins residential property, and (2) at a height of more than four feet above the existing grade of the land without the approval of a two-thirds majority of the legislative body of the municipality in which such property is located. For the purposes of this section, “asbestos-containing material” has the same meaning as provided in section 19a-332.
