(a) The Commissioner of Consumer Protection, with the advice and assistance of the board shall: (1) Establish such qualifications for the licensing and registration of electronics technicians, apprentice electronics technicians, antenna technicians, radio electronics technician and service dealers, in addition to the qualifications prescribed by this chapter, as the commissioner finds necessary for the public interest and public safety; (2) prescribe limitations and conditions governing the employment of licensed electronics technicians and the employment, training and supervision of apprentice electronics technicians and the conduct of apprenticeship programs; (3) effectuate means of eliminating irresponsible and inferior television and radio service methods and means of regulating unethical and financially unstable radio and television service and repair persons; (4) provide for the posting by service dealers of their charges at their places of business in such manner as to be clearly visible; and (5) adopt such reasonable regulations, in accordance with chapter 54, 1 as the commissioner may deem necessary or desirable to carry out and enforce the provisions of this chapter.
(b) The board, with the consent of the commissioner, shall prepare written, oral and practical examinations to determine the qualifications of persons who apply for licenses to engage in servicing receiving equipment. Such examinations shall be administered to applicants at least three times each year by the Department of Consumer Protection. The board shall maintain a current record of all licensed service dealers, electronics technicians, apprentice electronics technicians, antenna technicians and radio electronics technicians.
