No clinical laboratory, as defined in section 19a-490, that offers hair follicle drug testing as part of its array of diagnostic testing services shall refuse to administer a hair follicle drug test that has been ordered by a physician or physician assistant, licensed under chapter 370, 1 or an advanced practice registered nurse, licensed under chapter 378. 2
