There is established, within the Department of Public Health, an Office of Oral Public Health. The director of the Office of Oral Public Health shall be (1) a dental health professional with experience in public health and a license to practice under chapter 379 1 or 379a, 2 (2) a person who holds the degree of doctor of medicine or doctor of osteopathy from an accredited institution of higher education, or (3) a public health professional with a graduate degree in public health, and shall:
(A) Coordinate and direct state activities with respect to state and national dental public health programs;
(B) Serve as the department's chief advisor on matters involving oral health; and
(C) Plan, implement and evaluate all oral health programs within the department.
