(a) Representatives of community action agencies shall be recognized as knowledgeable on issues affecting persons of low incomes, persons who are elderly and persons with disabilities for the purposes of sharing information with governmental bodies considering such issues.
(b) All community action agencies, other agencies, contractors and boards thereof included in the provisions of sections 17b-885 to 17b-895, inclusive, shall comply with federal, state and local civil rights laws.
