(a) The Commissioner of Social Services shall seek a waiver from federal law to participate in the federal Parent's Fair Share Program, Section 482(d)(3) of the Social Security Act. 1 Such program shall assist noncustodial parents in becoming current in delinquent child support payments.
(b) The Commissioner of Social Services may accept private foundation grants and may use such grants to carry out the purposes of this section.
