The Secretary of the Office of Policy and Management shall employ, subject to the provisions of chapter 67, 1 such staff as is required for the proper discharge of duties of the office as set forth in this chapter and sections 4-5, 4-124l, 8-3b, 8-35a and 8-189, subsection (b) of section 8-206 and sections 16a-20, 16a-102, 22a-352 and 22a-353. The secretary may adopt, pursuant to chapter 54, 2 such regulations as are necessary to carry out the purposes of this chapter.
