Each electric distribution company shall, in its monthly report to the Public Utilities Regulatory Authority required pursuant to section 16-16, provide information concerning the primary cause of all planned and unplanned electrical outages affecting two hundred fifty or more customers in the preceding month that is the subject of such report and shall indicate which outages resulted from a power surge.
