The Commissioner of Motor Vehicles may require any person, firm or corporation, who in the opinion of the commissioner is qualified and who is engaged in the business of filing applications for the issuance of a certificate of registration or a certificate of title for motor vehicles with the Department of Motor Vehicles, to file such applications electronically if the commissioner determines that such person, firm or corporation files, on average, seven or more such applications each month. A qualified person, firm or corporation shall, within ten days from the electronic issuance of such registration, submit to the commissioner an application together with all necessary documents required to register the vehicle with the department. The commissioner shall adopt regulations in accordance with the provisions of chapter 54 1 to implement the provisions of this section.
