Notwithstanding any provision of the general statutes, the Department of Transportation shall review and make a final determination on each of the following types of permit applications not later than ninety days after receipt of such application: (1) Encroachment, (2) parkway, (3) industrial truck, (4) outdoor advertising, and (5) specific information signs on limited access highways. Following such ninety-day period, if a final determination on such an application is not made by said agency, such application shall be deemed approved.
