(a) As used in this section:
(1) “Residential campus” means any campus of a public institution of higher education with housing, as defined in section 10a-55; and
(2) “Reproductive health care services” has the same meaning as provided in section 52-571m.
(b) Not later than January 1, 2024, the Board of Regents for Higher Education and the Board of Trustees of The University of Connecticut shall establish, and update as necessary, a plan for each residential campus under said boards' jurisdiction to provide access for students who live on such residential campus to reproductive health care services from a health care provider licensed to provide such services. Such plan shall include, but need not be limited to, (1) the availability of equipment and licensed health care providers for the provision of reproductive health care services on the residential campus or in the surrounding community, (2) the provision of referrals for and transportation services to access reproductive health care services at any off-campus location, (3) opportunities for providing reproductive health care services or other associated services, including, but not limited to, counseling services, through telehealth, (4) the provision of available educational materials concerning maternal mental health care and resources for maternal mental health screenings, (5) means for ensuring continuity of care during holiday and vacation periods during and between semesters, (6) an estimate of the costs associated with implementing such plan and the availability of funds, through public and private sources, to cover such costs, and (7) the provision of information and materials about pregnancy being a qualifying event for health insurance coverage in the state.
(c) Not later than thirty days after establishing or updating a plan for each residential campus pursuant to subsection (b) of this section, the Board of Regents for Higher Education and the Board of Trustees of The University of Connecticut shall (1) each submit, in accordance with the provisions of section 11-4a, such plan to the joint standing committee of the General Assembly having cognizance of matters relating to higher education and employment advancement, and (2) post such plan on its Internet web site and the Internet web site of the public institution of higher education associated with each residential campus.
