On and after September 1, 1974, all state institutions of higher education shall offer a program of information concerning drugs, as defined in section 21a-240, and alcohol and instruction in the use and the relationships of such drugs and alcohol to health and personality development, and in procedures for discouraging their abuse, which programs shall be coordinated with those developed under section 10-19.
