If the Office of Higher Education determines that no approved program of teacher education within the state is available for the preparation of teachers of children requiring special education as defined in part V of chapter 164, 1 said office may provide scholarship aid for such undergraduate and graduate students as it may designate to attend approved programs in institutions in other states. The office may determine the amount of such scholarship aid in each case. In order to be eligible for such scholarship aid, any applicant shall agree to teach children requiring special education in Connecticut for at least three years.
