(a) As used in this section, “eligible applicant” means any person applying for an initial educator certificate who has successfully met the preparation and eligibility requirements specified by the State Board of Education, except for the requirement that such person achieve a satisfactory evaluation on any licensure examination required under section 10-145f.
(b) Not later than January 1, 2019, the Commissioner of Education shall enter into a memorandum of understanding with one or more teacher licensure assessment vendors regarding the provision of licensure examinations required under section 10-145f for eligible applicants. Such memorandum of understanding shall include, but need not be limited to, a requirement that, upon the request of an eligible applicant, (1) such eligible applicant be allowed to retake any licensure examination on which such eligible applicant was unable to achieve a satisfactory evaluation, provided the score of such eligible applicant on the initial licensure examination was within a range prescribed by the commissioner, (2) the cost of any retaken licensure examination, as described in subdivision (1) of this subsection, shall be assumed by the teacher licensure assessment vendor, and (3) the teacher licensure assessment vendor shall provide the Department of Education with an individualized score report of such eligible applicant on the licensure examination on which such eligible applicant was unable to achieve a satisfactory evaluation.
(c) The Department of Education shall, within available appropriations, provide, upon the request of an eligible applicant, educational materials to assist such eligible applicant in obtaining an initial educator certificate. Such educational materials shall be provided using the results of the individualized score report of such eligible applicant on the licensure examination on which such eligible applicant was unable to achieve a satisfactory evaluation.
