If any person, by bribery, menace, or other corrupt means or device whatsoever, either directly or indirectly, attempts to influence any voter of this state in giving the voter's vote or ballot, or deters the voter from giving the same, or disturbs or hinders the voter in the free exercise of the right of suffrage at any municipal election in this state, or fraudulently or deceitfully changes or alters a ballot, such person so offending commits a class 1 misdemeanor.
