(1) As used in this part 49, unless the context otherwise requires:
(a) “Licensee” means, with respect to Colorado, a cosmetologist holding an unrestricted license issued by the director of the division of professions and occupations in the department of regulatory agencies pursuant to article 105 of title 12.
(b) “State licensing authority” means, with respect to Colorado, the director of the division of professions and occupations created in the department of regulatory agencies pursuant to section 12-20-103.
