Notwithstanding any provision of this part 8 to the contrary, the chief executive officer of a state institution of higher education may establish and implement an incentive program for employees, including classified employees, of the institution. At a minimum, the incentive program shall include the elements described in section 24-50-804(2)(a) to (2)(e). An incentive program implemented pursuant to this section shall not be subject to approval by the state personnel director.
