By September 1, 2023, and by each September 1 thereafter, the commissioner of education shall appoint youth representatives from nominations submitted by schools throughout the state to participate in the standards development process described in section 22-7-1005, which includes community engagement. The department of education shall select youth representatives from rural, small rural, and urban school districts, as those districts are designated by the department of education. The department of education shall promote the opportunities for youth involvement to schools throughout the state and request that schools nominate youth to serve as youth representatives. Youth representatives may be reimbursed for actual and reasonable expenses incurred in the performance of their duties and may receive a stipend for participation in an amount to be determined by the department of education. For the purposes of this section, “youth” means the age of eligibility for membership in the Colorado youth advisory council, as set forth in section 2-2-1303(1)(b)(I).
