The committee on legal services may retain legal counsel to represent or otherwise render legal services for the general assembly, or either house thereof or any committee thereof, or any member or agency of the legislative branch of government, in all actions and proceedings in connection with the performance of the powers, duties, and functions thereof, and shall pay the compensation and expenses of such legal counsel and any necessary expense of such actions and proceedings from appropriations made by law to the committee. The committee may retain legal counsel to represent or otherwise render legal services for the state auditor in any situation in which the state auditor is not represented by the attorney general in accordance with section 2-3-104.5.
