No person whose name is not subscribed to or written on the said roll, with the day
and year when the same was subscribed thereto or written thereon, shall be admitted
to practice as an attorney- or counselor-at-law within this state under the penalty
mentioned in section 13-93-108, anything in this article 93 to the contrary notwithstanding; and the justices of
the supreme court in open court, at their discretion, shall have power to strike the
name of any attorney- or counselor-at-law from the roll for malconduct in his or her
