§ 19. All final administrative decisions of the Department are subject to judicial review under Article III of the Code of Civil Procedure 1 and rules adopted under that Article. The term “administrative decision” is defined as in Section 3-101 of the Code of Civil Procedure. 2 Proceedings for judicial review shall be commenced in the circuit court of any county permitted by Section 3-104 of the Code of Civil Procedure. 3
