(a) Evaluation. FRA will select a winning bidder by evaluating the bids based on the requirements of this part.
(b) Notification.
(1) Upon selecting a winning bidder, FRA will publish a notice in the Federal Register describing the identity of the winning bidder, the long-distance route the bidder will operate, a detailed justification explaining why FRA selected the bid, and any other information the Administrator determines appropriate.
(2) The notice under this paragraph (b) will be open for public comment for 30 days after the date FRA selects the bid.
