(a) OCS sources shall comply with all requirements of this part and all permits issued
pursuant to this part. Failure to do so shall be considered a violation of section 111(e) of the Act.
(b) All enforcement provisions of the Act, including, but not limited to, the provisions
of sections 113, 114, 120, 303 and 304 of the Act, shall apply to OCS sources.
(c) If a facility is ordered to cease operation of any piece of equipment due to enforcement
action taken by EPA or a delegated agency pursuant to this part, the shutdown will
be coordinated by the enforcing agency with the Minerals Management Service and the
U.S. Coast Guard to assure that the shutdown will proceed in a safe manner. No shutdown action will occur until after consultation with these agencies, but
in no case will initiation of the shutdown be delayed by more than 24 hours.
