(a) The area. All the waters between the Navy mole and Terminal Island to the westward of longitude 118°13′10″.
(b) The regulations.
(1) The area is reserved exclusively for use by naval vessels. Permission for any person or vessel to enter the area must be obtained from the enforcing agency.
(2) The regulations in this section shall be enforced by the Commander, U.S. Naval Base Los Angeles, Long Beach, California, and such agencies as he may designate.
