Whenever the Administrative Review Board determines to review the decision and order of an Administrative Law Judge, the Administrative Review Board shall notify each party of the issue or issues raised; the form in which submission shall be made (i.e., briefs, oral argument, etc.); and, the time within which such presentation shall be submitted.
