(a) On and after July 1, 1993, the department shall recommend to each organization or agency, the purpose of which is to provide services to individuals who are blind, that receives grants or contracts from the department, the number of blind members of the board that is appropriate to meet the needs of the community being served by that board.
(b) As used in this section, “blind” means the same as defined in Section 12050 of the Welfare and Institutions Code.
