California Code, Welfare and Institutions Code - WIC § 14110.2

The director shall, unless precluded by federal law or regulation, amend the state plan under Title XIX of the Social Security Act  1 to conform to the policy directions and budgetary decisions of the Legislature, as reflected in the Budget Act for each fiscal year.
