California Code, Water Code - WAT § 74120

If a majority of all the votes cast at the formation election are “Water conservation district--Yes,” the board of supervisors shall by an order entered in its minutes declare the territory duly formed as a water conservation district, under the designated name, and shall declare the persons receiving, respectively, the highest number of votes for director to be duly elected to such offices.
