Whenever a board has prior to January 30, 1941, by resolution approved any general plan of resale of lands theretofore or thereafter deeded to the district for delinquent taxes and such plan provides for the handling, sale, conveyance, and disposal of such lands and such plan has been approved by the board of supervisors of the county in which the district lies, the plan and all amendments thereto theretofore approved by the board and board of supervisors and all acts and proceedings of the board and board of supervisors and of public officers in connection with the approval and carrying out of the plan theretofore taken or done are legalized, ratified, confirmed, and declared valid to all intents and purposes and the power of the district and of the board and board of supervisors to approve and carry out the plan is in all respects ratified, confirmed, and declared.
