California Code, Water Code - WAT § 31745

Annually, between March 1st and July 1st the assessor shall assess all land, including all possessory rights to the use or possession of land held under the public land laws of the United States or of the state, or otherwise, and all improvements and personal property within the district subject to taxation by the district under this chapter to the persons owning, claiming, possessing, or controlling it.
