California Code, Water Code - WAT § 1012

Notwithstanding any other provision of law, where any person, public agency, or agency of the United States undertakes any water conservation effort, either separately or jointly with others entitled to delivery of water from the Colorado River under contracts with the United States, which results in reduced use of Colorado River water within the Imperial Irrigation District, no forfeiture, dimunition,  1 or impairment of the right to use the water conserved shall occur, except as set forth in the agreements between the parties and the United States.
